Interesting Stone near waterfall

I tried the detector all over and under the carved rock but not any signal. Also on other rocks - no metal signal. This carved inside looks like turtle from above. The head of the turtle in on the right upper side.

The question is what is the meaning of the signs. This face is quite ugly. Above the turtle stone the water is in some small channel 20 cm wide and several metters long and this channel quide the water to go exactly under the head of the turtle.
